old chub scotch ale question

Hello , my question is about the hop additions, The instructions read to ad them at 3 stages 60,15,5 min. I understand that, I have brewed a bunch of different beers. My question is there are 3 packs of hops, and the instructions say add both the 3 HBU at 60 then flavor at 15 and aroma at 5. but if I do that then I have 1 pack of 10 HBU. What do I do, it sounds to me as per the instruction there should be 4 packs or do I split the 10 HBU. Instructions are not clear about this.
